Johnson was considered a competent and popular "Southern Gentleman." He was a deputy under Sheriff Hays, and while Hays was on leave, had complete charge of the office of Sheriff. His administrative skills were such that it won him the appointment to the office where Sheriff Hays resigned. Also, because of the presence of a strong Southern party in the City, it was felt that this block would vote for him, regardless of party ties. His three opponents were also competent and respected men. Johnson lost the election. He was San Francisco's Sheriff for only four months.
