The object of the association shall be: To unite the members of the San Francisco Fire Department and their friends for the purpose of maintaining and protection the Civil Service provisions of the Charter relating to the Fire Department and to promote the efficiency and good name of the Fire Department and its members.

In essence this was the first labor union of the department, but it was not called that.
